Crap.
So I had a lot of files on my PC and ran out of space. I was cleaning it up, but I didn't take out my reticle bin and now my PC won't start right. Shit!
I try restarting over and over. It didn’t work.
I tried startup repair. Didn’t work.
Uninstaller updates. Nope.
The code thing.
I really don’t want to delete everything on my PC.
I backed up the movie files, but I'm afraid not all of them.

Try to boot from a live OS by USB, delete the files you were trying to delete or copy your important files somewhere else. you can use Linux mint, it's not very difficult to setup ;)
How do I do that?
@NoobClock666 you need to do few steps on another computer.
- download a file (.iso) from linux mint website, https://linuxmint.com/edition.php?id=313 (choose location near you for faster download)
- download balena etcher on its official website
- open balena etcher, put the iso file in input and an empty usb key (be careful that it's empty) and follow instruction in the software
- then, plug the usb key on the computer that is failing.
- now, you will need to access the bios or uefi of your computer (it's what choose to boot in your computer), it depends on the brand. you can search "bios"+ your computer brand to see what key you need to press during the startup of the computer. You need to press it quick when it starts, can take some trials.
Sometime, you can just press escape during the start, when the logo of the brand shows, and select the USB key to boot, depends on your brand of computer.
You can also access the bios by the "recovery menu" of windows, the keys for that is shift + power when you restart, but in your case it's not useful.
if you manage to get there, you're near, keep going!
in your bios or uefi, you should see an option named "boot order", or "boot from", you need to put your usb key first, or boot from the usb key.
Then, when you save and restart in your bios, you should boot from linux mint (can take some time to boot) and not from windows, and you will gain access to your files again. the interface is intuitive if you use windows, you will not be lost ;)
