When you create an OC aren't all those details one you want to have beforehand though? To know how they'll really respond to whatever situations you put them in? Build up a background that makes them perceivable and easier to work with...? Personally I like reading short bios like that whenever I do stumble upon an OC. Character construction's a fascinating thing to me personally.
